The following points were discussed during the course:

• The purpose and principles of the mission,
• The electoral system of the Republic of Artsakh,
• Procedures related to voting day in local government elections,
• Post-election processes,
• The rights and responsibilities of actors involved in the electoral process,
• Observer rights and responsibilities,
• The procedure for recording violations and submitting reports by the observer.
