We know that a Constitutional Reforms Commission was established in Artsakh at the beginning of 2022.And the committee was assigned to present the concept of constitutional reforms to the President of the Republic of Artsakh within three months.Emphasizing the discussion about the presented Constitutional reforms with the representatives of the NGO sector, on July 8 of 2022, we organized a meeting with lawyer Sona Hambardzumyan, a member of the Professional Commission for Constitutional Reforms. On December 10, 2021, elections of local self-government bodies were held in two communities of the Martuni region of the Republic of Artsakh, in the city of Martuni and in the village of Gishi. The election processes were monitored by 'Akanates' Observation Mission and the ''Civic Hub'' NGO through long-term and short-term observation.

Methodology of observation Long-term observation started on September 26, 2021, involving 4 long-term observers to observe and evaluate the pre-election and voting day processes in Khachmach and Tsaghkashat communities of Askeran region, Nor Ghazanchi of Martakert region and Herher community of Martuni region. During the pre-election period, the election administration, including the activities of the Regional Electoral Commissions, the compliance of actions with the schedule, the activities of the candidates for the head of the community and the member of the Council of Elders, the pre-election campaign, the use of administrative resources, the investigation of complaints, etc., were the subject of observation. Data collection was done through desk research, online open data analysis, direct observations, meetings, interviews, as well as following press coverage. The ''Akanates'' observation mission conducted long-term and short-term observation of the 2020 Presidential and National Assembly elections in the Republic of Artsakh in cooperation with the ''Civic Hub'' NGO in Artsakh. The summary report presenting the process and results of the long-term and short-term observation of the parliamentary and presidential elections held in the Republic of Artsakh in 2020 by ''Akanates'' observation mission in cooperation with the ''Civic Hub'' NGO has been published. In addition to the recorded violations, the report also contains a number of recommendations aimed at improving issues related to election administration, pre-election campaigning, campaign financing and other areas. Training course for long-term observers

Ahead of the national elections to be held in the Republic of Artsakh on March 31, 2020, the ''Akanates'' Observation mission, in cooperation with Artsakh-based ''Civic Hub'' NGO, has launched a long-term observation mission to observe the pre-election and post-election processes. On February 2 and 3, the training course for long-term observers of the mission took place in Stepanakert. The team of long-term observers includes 16 observers from all regions of Artsakh. Observation mission in Artsakh (2019 local government elections)

The ''Civic Hub" NGO, in cooperation with ''Akanates'' Observation Mission, carried out Observation of local government elections of 2019 in Artsakh. 103 observers were involved, 53 from Artsakh as local observers and 50 from Armenia as observers of the observation mission of a foreign non-governmental organization. 80 of the observers monitored the entire process of the voting day in 40 polling stations. The observation was carried out in Stepanakert and in 4 urban and 15 rural communities of Askeran, Hadrut, Martuni, Martakert and Shushi regions. 23 of the observers were involved as roving observers in 10 groups that visited an additional 81 polling stations. The monitoring mission was supported by the coordinating group located in Stepanakert, which included 8 coordinators, 8 operators and 8 lawyers.
