The statement of Artsakh non-governmental organizations regarding the closure of the Lachin Corridor by Azerbaijan
From 10:30 a.m. on December 12, 2022, Azerbaijan closed the only road connecting Artsakh to Armenia and the outside world. The 120,000 Armenian population of Artsakh, which has been under a complete siege for more than a day, is deprived not only of communication with the outside world, but also of the supply of food, medicine, energy and other basic goods for life.
This provocation by Azerbaijan is another manifestation of the anti-Armenian policy carried out for years, the sole purpose of which is the displacement of the Armenian population of Artsakh, and thereby the final solution to the Nagorno Karabakh problem.
This policy of ethnic cleansing and displacement is accompanied by violations of basic human rights, such as the rights to freedom of movement, food and medical care. With these steps, Azerbaijan is also trying to create a continuous psychological pressure and an atmosphere of fear among the Armenians of Artsakh. The prolonged continuation of this situation will inevitably lead to a humanitarian crisis, which will lead to loss of life, a new war and an increase in tension in the region.
According to the Russia-Armenia-Azerbaijan trilateral agreement of November 9, 2020, Artsakh, the only road connecting the world, is under the control of the Russian peacekeeping troops and is out of the control of Azerbaijan. These steps of Azerbaijan violate both the rights of Artsakh Armenians and the trilateral agreement.
We call on human rights organizations and international actors to properly assess the criminal actions of Azerbaijan and to intervene effectively to prevent the impending humanitarian crisis.
